Pre\u010do je to tak?<\/span><\/i><\/b><span data-ccp-props=\"{&quot;335551550&quot;:2,&quot;335551620&quot;:2,&quot;335559685&quot;:426,&quot;335559991&quot;:426}\">\u00a0<\/span><\/p>\n<p>V uplynulom roku sa n\u00e1m podarilo zrealizova\u0165 50 projektov, ktor\u00e9 si vy\u017eadovali v prvom rade zodpovedn\u00fa pr\u00edpravu. Z\u00e1rove\u0148 sa v<span data-contrast=\"none\">\u202fS\u00daC TTSK sna\u017e\u00edme robi\u0165 veci efekt\u00edvne a inak, ako to bolo e\u0161te v ned\u00e1vnej minulosti zvykom. Potrebn\u00e9 je v\u0161ak poveda\u0165 to, \u017ee vieme pre\u010do a\u202fza ak\u00fdm \u00fa\u010delom to rob\u00edme. Namiesto n\u00e1kupu projektov\u00fdch dokument\u00e1ci\u00ed sme \u201enak\u00fapili\u201c t\u00edm extern\u00fdch projektantov, ktor\u00ed sa podie\u013eaj\u00fa na tvorbe a oprave ciest a\u202fmostov v\u202fTTSK.\u00a0<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Na\u0161a spolupr\u00e1ca sa za\u010dala na jese\u0148 v roku 2019. Po rozhovore s veden\u00edm S\u00daC sme us\u00fadili, \u017ee ide o skvel\u00fa pr\u00edle\u017eitos\u0165 pre obe strany. Ke\u010f\u017ee dnes projektanti pracuj\u00fa viac \u201cod stola\u201d ako v ter\u00e9ne a fungovanie vo verejnej spr\u00e1ve im nie je zn\u00e1me,\u00a0 nemohli sme t\u00fato ponuku odmietnu\u0165. Zo strany S\u00daC TTSK n\u00e1m bola pon\u00faknut\u00e1 odborn\u00e1 asistencia pod veden\u00edm sk\u00fasenej projektantky a technickej n\u00e1mestn\u00ed\u010dky, Ing. Za\u0165kovej, ktor\u00e1 n\u00e1m zadefinovala po\u017eiadavky na rekon\u0161trukcie objektov. E\u0161te v prvom roku m\u00f4jho p\u00f4sobenia v S\u00daC TTSK som oslovil svojich kolegov s ot\u00e1zkou, \u010di by sa nechceli prida\u0165 do t\u00edmu realizuj\u00faceho projektov\u00e9 dokument\u00e1cie a autorsk\u00fd doh\u013ead pre S\u00daC TTSK.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0,&quot;335559731&quot;:708}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0,&quot;335559731&quot;:708}\">\u00a0<\/span><span data-contrast=\"none\">Extern\u00ed projektanti s\u00fa toti\u017e stavebn\u00ed in\u017einieri, ktor\u00ed maj\u00fa trval\u00e9 pracovn\u00e9 pomery v\u202fin\u00fdch s\u00fakromn\u00fdch firm\u00e1ch. S\u00fa to zanieten\u00ed odborn\u00edci, ktor\u00ed maj\u00fa po pr\u00e1ci chu\u0165 sa e\u0161te venova\u0165 pr\u00edprave mostov, ciest a\u202fin\u00fdch objektov v\u00fdstavby pre potreby investora. V\u202fniektor\u00fdch pr\u00edpadoch sa jedn\u00e1 o\u202fprojektantov, ktor\u00ed \u017eij\u00fa alebo \u010dasto cestuj\u00fa po Trnavskom samospr\u00e1vnom kraji a\u202fstav ciest a\u202fmostov im nie je \u013eahostajn\u00fd. T\u00edto \u013eudia\u202fchc\u00fa by\u0165 pr\u00ednosn\u00ed a\u202ftak prispievaj\u00fa k zlep\u0161eniu stavu komunik\u00e1cii v na\u0161om\u202fkraji. Pri projek\u010dn\u00fdch firm\u00e1ch s\u00fa projektanti vo v\u00e4\u010d\u0161ine pr\u00edpadov podriaden\u00ed hlavn\u00e9mu projektantovi. Cena a\u202fv\u00fdsledn\u00fd projekt je tak v\u202fr\u00e9\u017eii hlavn\u00e9ho projektanta alebo riadite\u013ea firmy. Do v\u00fdsledku sa s\u00edce zapracuj\u00fa pripomienky investora, no v\u202fkone\u010dnom d\u00f4sledku je tvorba a samotn\u00fd\u202fprojekt \u201evizitkou\u201c firmy. V\u202fpr\u00edpade extern\u00fdch projektantov je komunik\u00e1cia o\u202fpotreb\u00e1ch kraja jednoduch\u0161ia a\u202f\u010dinnos\u0165 hlavn\u00e9ho projektanta nahr\u00e1dza investi\u010dn\u00e1 n\u00e1mestn\u00ed\u010dka, ktor\u00e1 &#8211; ako b\u00fdval\u00e1 projektantka \u2013 m\u00e1 v\u202ftejto oblasti zna\u010dn\u00e9 sk\u00fasenosti. Z\u202ftoho vypl\u00fdva, \u017ee kraj m\u00e1 v\u00e4\u010d\u0161iu kontrolu nad rozsahom projektovej dokument\u00e1cie a predpokladanou hodnotou z\u00e1kazky.<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Extern\u00ed projektanti sa o\u202ft\u00fato pr\u00e1cu zauj\u00edmaj\u00fa aj z\u202fpoh\u013eadu praxe. Je\u202fpre nich toti\u017e zauj\u00edmav\u00e9 vidie\u0165, ako funguje proces pr\u00edpravy realiz\u00e1cie diela. Na z\u00e1klade sk\u00fasenost\u00ed so v\u0161etk\u00fdmi procesmi sa aj oni v\u202fkone\u010dnom d\u00f4sledku u\u010dia a\u202fzis\u0165uj\u00fa, \u017ee tento proces nie je \u00faplne jednoduch\u00fd. V\u0161etky potrebn\u00e9 kroky, ktor\u00e9 ved\u00fa k\u202fv\u00fdsledn\u00e9mu produktu, ktor\u00fdm je rekon\u0161trukcia cesty \u010di mosta, si vy\u017eaduj\u00fa \u010das. A tak sme v roku 2020 za\u010dali so spracov\u00e1van\u00edm projektov ciest, mostov a priepustov, ktor\u00fdch bolo spolu 23. Pred spracovan\u00edm ka\u017ed\u00e9ho projektu je potrebn\u00e9 polohopisn\u00e9 a v\u00fd\u0161kov\u00e9 zameranie, oslovenie spr\u00e1vcov siet\u00ed \u010di (sa v dotknutom \u00fazem\u00ed nach\u00e1dzaj\u00fa ich objekty), ozn\u00e1menie stavebn\u00e9mu \u00faradu o pl\u00e1novanej rekon\u0161trukcii objektu v ich p\u00f4sobnosti a prejednanie dopravn\u00e9ho obmedzenia na ceste s pr\u00edslu\u0161n\u00fdm dopravn\u00fdm in\u0161pektor\u00e1tom. N\u00e1sledne je v kompetencii S\u00daC zvol\u00e1va\u0165 jednania a my &#8211; ako projektanti \u2013 sme na ne pozvan\u00ed za \u00fa\u010delom objasnenia pl\u00e1nu opravy\/rekon\u0161trukcie a zapracovanie pripomienok zo strany spr\u00e1vcov siet\u00ed a \u00faradov. Po spracovan\u00ed a ods\u00fahlasen\u00ed projektovej dokument\u00e1cie sa za\u010d\u00edna verejn\u00e9 obstar\u00e1vanie. Po\u010das verejn\u00e9ho obstar\u00e1vania (VO) je zo strany projektanta potrebn\u00e9 v \u010do najkrat\u0161om \u010dase zodpoveda\u0165 v\u0161etky ot\u00e1zky od zhotovite\u013eov tak, aby po\u010das tohto procesu nevznikali prie\u0165ahy. Po vyhodnoten\u00ed VO sa prech\u00e1dza do procesu realiz\u00e1cie, do ktorej projektant vstupuje ako autorsk\u00fd doh\u013ead. V mnoh\u00fdch pr\u00edpadoch sa pri rekon\u0161trukci\u00e1ch ned\u00e1 spo\u013eahn\u00fa\u0165 na podklady zakreslen\u00e9 pred nieko\u013ek\u00fdmi desa\u0165ro\u010diami, ktor\u00e9 n\u00e1m poskytne investor. Ke\u010f\u017ee sa re\u00e1lny stav \u010dastokr\u00e1t v\u00fdrazne l\u00ed\u0161i od podkladov, je nutn\u00e9 reagova\u0165 na zmeny reagova\u0165 promptne tak, aby pr\u00e1ce prebiehali s minim\u00e1lnym zdr\u017ean\u00edm.\u00a0<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559685&quot;:0}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Po\u010das nasleduj\u00facich rokov mojej praxe sa po\u010det projektov zvy\u0161oval a narastala t\u00fdm aj potreba posilni\u0165 t\u00edm projektantov. Po\u010das n\u00e1\u0161ho p\u00f4sobenia v S\u00daC TTSK od roku 2019 do 2022 bolo spracovan\u00fdch pribli\u017ene 104 projektov\u00fdch dokument\u00e1ci\u00ed (PD) (z toho bolo 70 PD ciest a 34 PD mostov). S \u010doraz zlo\u017eitej\u0161ou projektovou dokument\u00e1ciou mostov a n\u00e1ro\u010dn\u00fdm procesom pr\u00edpravy PD sa na\u0161e rady roz\u0161\u00edrili a dnes je k dispoz\u00edcii\u00a0 6 projektantov a 2 geodeti, ktor\u00fd zabezpe\u010duj\u00fa predprojektov\u00fa pr\u00edpravu (polohopisn\u00e9 a v\u00fd\u0161kopisn\u00e9 zameranie s fotodokument\u00e1ciou bud\u00facej stavby). <\/span> <span data-ccp-props=\"{&quot;335559731&quot;:708}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Mosty na Slovensku vo v\u0161eobecnosti nie s\u00fa v\u202fdobrom stave a\u202faj\u202fn\u00e1\u0161 kraj sa chce s\u202ft\u00fdmto probl\u00e9mom vysporiada\u0165 \u010do najsk\u00f4r.
